708, critical operations

Please help, I have a police station with a designated area that has a note that reads "wire this space per nec 708, critical operations". There is a generator which hits a designated ats and an emergency panel. The the ats and emergency panel are located whithin the designated area. I am confused with the branch wiring method to circuits from the panel to equipment or devices within the designated area as well as circuits to equipment or devices outside the designated area. also what about low voltage wiring.

Branch circuits entirely within the area (DCOA) can be installed to any recognized Chapter 3 wiring method.

All branch circuits leaving the DCOA must meet be protected against physical damage... meaning you will likely have to use RMC, IMC, or MI wiring methods for the most part, with option to embed in 2" concrete other raceway types, and use flex fittings, or FMC, and/or LFMC and listed fittings where flexibility is called for at equipment connections.

I don't see any wiring requirements based on "low" voltage in Article 708...
