If a person is not a qualifiy employee and we have switch gear that is above our electrical peoples level 2 ppe can they interact with the breakers in any capacity if they are trained by a vendor who sells remote switches. A manager is planning on using a remote operator. Also can a QE interact with a breaker using a remote switch if he is not trained on a certain switchgear but is a QE doing electrical work at the company at all levels of electrical work.

You can train a person to be Task Qualified. They must be trained on the task and how to identify any hazards associated with the task. They must have the proper PPE.
If the remote operator is standing outside of the Shock and AF boundaries, then they can use the remote operator.
