The question was asked and I'm not sure I know the answer:

If a cable goes from the 1st floor to the 2nd floor has it penetrated 'more than one' floor? [there is only one penetration]....vs. a cable going from the 1st floor to the 3rd floor. [penetrating 2 floors].

My take: you can have lots of horizontal penetrations all within the same floor...then this code section would not apply; but once you penetrate vertically then this code section would apply.
