I have a 75 kva transformer I am suspending above a drop ceiling, I seen 450.13(b) says something about not doing that
Is this legal or not?

Not completely closed in by building structure, so if there's a an open ceiling on the other side of the wall than it can still be hung?

You can hang the 75kva just not above the hung ceiling. If it has to go there then you might need to re-engineer your installation to use a 50 kva or smaller transformer(s).

OK, so no part of the transformer can be above a drop ceiling, example if the transformer is over the center of the wall and one side of the wall has a drop ceiling and the other side is open?

A portion of it is still above the hollow space so IMO it's not compliant.
