8-2 NM w/ground for Range- was this ever code compliant ?

I ran into a project recently where the entire apartment complex is wired with 8-2 NM w-g for the electric range. Was this ever compliant. I know that SE type cables with un-insulated neutrals were allowed as long as originated from the service. However did this ever apply to NM or romex type cable?

If so when was it outlawed?

I don't think it was ever allowed.
There is a difference between what was not allowed vs. what was not enforced so the whole install could have been above board.

I realize the issue of enforced. I my neck of the woods to me that makes no difference. If there was a code in place at time then it was either wrong or right. No Grey area for me. Many jobs even today are not well inspected and it's up to the contractor to do the right thing.

I am very glad here in MA we have rule 3.

Additions or modifications to an existing installation shall be made in accordance with this Code without bringing the remaining part of the installation into compliance with the requirements of this Code. The installation shall not create a violation of this Code, nor shall it increase the magnitude of an existing violation.

If the violation is a serious one the inspector can use rule 4, but that is supposed to be between the inspector and the property owner.

Where an actual hazard exists, the owner of the property shall be notified in writing by the authority enforcing this Code. The notification shall contain specifications of the actual hazard that exists, together with a reference to the rule of this Code that is now in violation. (See M.G.L. c. 166, ?? 32 and 33, for enforcement authority.)

I think we have that same exception, However it must have first been proper at the time it was first installed. For instance you can't just go build something non-conforming and then later perform a remodel then expect all previous work to be grandfathered in.
