Reading through other posts and talking to vendors, I have seen that the Joule rating is bogus unless given a time interval. Often I see something along these lines: X amount of J per 8/20 usec. I am unsure of the 8/20usec. I am guessing it is 8 somethings per 20 microseconds. Is this still a trivial rating even with this number, or is this now a legitimate peramater in which case... what does 8/20usec mean?

It's the rise time of the event, in microseconds, followed by the fall time of the event, in microseconds.
Edit to add: It's a standard signal used for test and evaluation purposes, and comes from IEEE C62.41 - 1991 (Rev. of IEEE C62.41 - 1980)
