80% Rule on branch lighting circuits

I wasn't able to find a place where it tells me that I can only load a lighting circuit breaker to 80%, I was wondering if there is such a rule. I found one for the cord and plug utilization equipment, as well as equipment fastened in place. Does anyone know about such a rule?

Kevin,
Look at 210.20(A). It requires that the branch circuit OCPD have a rating of not less than the noncontinuous load plus 125 percent of the continuous load. If the lights are a continuous load (one for 3 hours or more) them this is the 80% rule as the reciprocal of 125% is 80%.
