We have 4 inch PVC conduits coming into a crawl space where outside plant telecommunications conductors enter the building. Would it be possible to not have to follow the 50 foot rule if a junction box was put in the PVC conduit and then coming out from it with rigid or IMC conduit?

What makes a conductor listed or unlisted?
 
If the conductor is not "listed" it can't extend beyond 50', even in a metal raceway. A big part of the listing will be flame spread and smoke production. It is unlikely that the outside plant cable is listed.
