800 Amp service pricing

Hi, I need some help on pricing out a 800 amp 120/208 phase service upgrade. The current service is overhead 400 amp 3 phase 120/208v (no transformer) , the new service will be at 800 amp, one tenant gets 600 amp, and the other one gets 200 amp. I'll be installing the 800 amp main disconnect. one 600 amp disconnect with 3 200 amp disconnects and panels about 100 feet away for 1 tenant. One 200 amp disconnect and 200 amp panel for other tenant. The run from transformer to the main disconnect is around 40 feet and I'll be using parallel 500kcm copper. I know the service this size will need to work with a utility company engineer, but my customer wants to get a ball park figure first. I figure the new service should have a pad-mount transformer, should I included that in my price? The last 600 amp service I done was the customer paid the utility company for the transformer and the primary run. Also, will the utility company supply the CT cabinet and the metering? I did some calculation and my price came up to 22k, not including the transformer, and trenching. Is that a fair price? What's the national average price on a such install? Thanks in advance.
