81 amp Patron electric heater for job site

I have purchased a Patron MODEL 18E-1
18kW Single Phase 240V Electric Heater
that pulls up to 81amps for my home build. The unit is supplied with a 50-ft (2AWG, 3-wire, SOOW) welder style cable.

I have 2 questions:

1. My builder is proposing temporarily hardwiring it into the 100amp subpanel with no breaker in the subpanel. I think he should talk the electrician but at a minimum should use a 90 amp breaker in the subpanel. What advice do you have?

2. Since I now own this heater, I would like to add a receptacle in my garage to be able to plug it in. The maximum Ive wired/seen is 50amp. Where can I find a receptacle capable of handling 81amps?
