Substantiation: 820.33(B)(1) 1 ?The building or structure grounding electrode system as covered in 250.50?, is clear enough. Most often a non-journeyman electrician installs this item without inspections, their lack of understanding often affords incorrect installation of the grounding conductor. As examples: the water pipe may not be an electrode yet often this installer may connect to it, the service equipment enclosure is often incorrectly modified causing water leaks, clamps on service raceways are commonly found lose and paint below them not removed?
Listing only item 1 under 820.33(B)(1) will emphasize the need to understand what a grounding electrode system is before assuming a connection will allow the purpose of the grounding, (250.4(A)(1)).
