I have a -48VDC rectifier installation in a telephone central office. Does this installation fall under 90.2(B)(4), since only qualified persons have access to this equipment and it's under the exclusive control of the phone company? They take AC input so the AHJ says that they fall under it's jurisdiction. Phone company says, 'No way.' We are stuck in the middle. I tend to agree with the phone company on this one.

Any thoughts?

The equipment that we are wiring is a Marconi Vortex System.

Re: 90.2(B)(4)

90.2 Scope.
(A) Covered.
(1) Public and private premises, including buildings, structures, mobile homes, recreational vehicles, and floating buildings
(B) Not Covered.
(4) Installations of communications equipment under the exclusive control of communications utilities located outdoors or in building spaces used exclusively for such installations
In (B)(4) it tells us that if the installation in telephone building is anything other than communications equipment it is to fall under part (A) and will be covered.
