I know that the NEC limited the number of bends in a run of rigid conduit to 360?. Are 90? pulling elbows counted when calculating the total degree of bends in the run?

Nope. If it it a point at which you can pull and feed the wires, you can start measuring degrees again from that point.

Now there is some debate over whether a particular conduit body is rated for more wires that stamped inside, for sure, but that's a different question.
