Hi is there anybody that knows the code reference to installing a AC disconnect off a residential meter

And is the load side of the meter double lugged, or did they stick two different sized conductors in the meter lug? Possible meter lug listing issue...

The disconnect would need to be setup as a service disconnect.

Look at Tap conductors in 240 Part II

Assuming that the tap is on the line side of the service disconnect, the conductors would be service conductors and not subject to the rules in 240.21(B).

Just make sure you can still get the dead front off.
