A/C outlets in Bedrooms

I recently began doing work in nyc and someone mentioned to me that
a Window A/C outlet is required in bedrooms even if they have central air.
Naturally I dont believe this is logical but I am not to familiar with the cities
amendments to the code. I was wondering if anyone could help me clear up this issue.

NYC code:
210.52(i) Outlet Requirements For Residential-Type Occupancies.
In addition to the requirements set forth in subsections (a) through (h) of this section, living rooms, bedrooms, and dining rooms shall have at least one receptacle outlet installed for air conditioners. Such outlets shall be supplied by an individual appliance branch circuit.

Exception:
Buildings with central air conditioning systems that serve any of the above areas shall not require separate outlets in those areas.

The code reuires these to have Arc-fault leak detection on the outlets.
