(1) Which voltage on an electric motor draws the higher amperage 380V or 220V?

(2) How should the overloads be set on a motor starter? Would it be 25% above nominal voltage rating adjusted for temperature?

An identical motor will draw less current (amperage) when connected at the higher voltage.

Overloads are set for current, and not voltage. Are you talking about a voltage or phase monitor, perhaps?
