(1) Is a receptacle required to be installed in a kitchen island that is free standing as opposed to one that is fastened in place?
(2) Do recessed can lights installed in a shower ceiling require GFCI protection? Cans will have enclosed trims rated for damp/wet location and are non metallic. Seems to be enforced differently depending on where the job is.
I know that fan units installed as such are required by the manufacturer to be GFCI protected.
 
Do you mean the island is moveable by design? In that case it may be considered furniture rather than structure.
But the owner may appreciate having power at the island.
A solution I have used is a floor (or pendant) receptacle.
It could be used as is or connected by a flexible cord to wiring in the island.

#1 No as Gold stated if it is move-able, receptacle not required.

#2 No GFCI required for shower lights unless the manufacturer requires it or local amendments.
