This is a question about electric wiring [ de energized ] by people not being a qualify worker as in 70e by their company. The case is on equipment that has no power at the time being worked on. Their are ballast , computer circuit boards, fuses , computer chips that may need to be replaced. The worker has some expiereance working on this with the contracting service technician. Our guy is sent in to repair the equipment he is not a qualify worker as in70e. Would it be a violation of 70e ? When all is complete there could be a problem with the repairs.

why would one need to be qualified under 70E (whatever that may or may not mean) to work on circuit boards and other equipment that is already de-energized?

Because it may be required to have been maintained / installed by a licensed individual when eventually energized.

Consider ballasts: there are about a zillion ways to miswire ballasts or to mis-apply them.

e.g:

replacement ballasts with the same characteristics and different color codes.
replacement ballasts for different tube sizes.
replacement ballasts for t-5 for the wrong bulbs.
....

Just because a panelboard is not energized it doesn't mean that a plumber's helper can install and wire it.

Being 70E qualified does not qualify anyone to install and wire a panelboard and not being 70E qualified does not prevent anyone from working on de-energized and LOTO'd equipment.
The drawback is that you have to involve two people for the work, one to LOTO and another to do the work, then call the first guy back to energize again.
Being 70E qualified also does not allow you to energized work when it should be de-energized (like ballast replacements in a luminaire)!
