A disconnect for XFMR's secondary

Planning on installing a 4160/480 750kVA XFMR and double lugging it to a MCC 20ft away and a SWBD about 1,300ft away via duct banks. The engineer I am working with has added a Main Lug SWBD on the secondary side of the XFMR then feeding the MCC and SWBD. I'm not sure why?

Can anyone tell me why, or point me in the right direction?
 
You need to look at 240.21(C) for protecting the conductors between your transformer lugs and your secondary side equipment. I like the idea of the MLO switchboard.
