"A Listed Primary Protector???"

Hey all,

Im trying to interpret section 800 regarding low voltage communication wiring within residential dwellings.

I don't understand what a "primary protector" is, or where it can accurately be defined. From what i gather, when the telephone or cable company run their line to the house, they usually ground to the mast outside or to a cold water pipe in the basement. I assume this is the "primary protector". If that's the case, when we install large a/v component racks and lighting control panels in basements, am i understand that article 800.90 is applied here? And if so, how? Is bonding all racks and/or panels together with a #6, and then routing to and attaching to the grounding electrode that runs to my distribution panel acceptable??

I take the Primary Protector to mean the surge device that connects the surge to the GES (grounding electrode system).
