a question about California's zero tolerance enforcement

ok i got a question about this zero tolerance cause i'm getting ready to take my test for the second time but have yet to set my testing date now what i was wondering is that since currently i do not have a licence am i not allowed to terminate anything until i pass the exam even though the state has already verified my qualification to take the exam. I was trained on the job and have been in the trade for almost 6 years and now they're telling me i have to take this apprenticeship course online and i will if i have to but i was told i have i year to take this exam. since i only got a 65% on my first try i'm trying to take my time and make sure i pass this time. but i cant afford to pay for this apprentice class nor do i have the time to study for that class and for my exam at the same time. some clarification on this would be greatly appreciated cause there must be some kind of exception for my situation.

Honestly I tried to find CA Board to go to the rules, I'm not even going to look at my own search link, via the NET nothing... CA is out there! OK, I looked quickly... :)

If you your application was approved then you don't need any additional classes or schooling.
you may want to take a crash course to brush up on the code book and how to study for the exam.
Where are you located in CA? you can do a search and find a local school that offer weekend courses.
