A question for 2017 NEC section 225.30

Hello All,
ADUs (Accessory Dwelling Units) are a California thing. With the permission of the state, more houses to be built on a property. One down side of building more houses is 'multiple feeders going to the same building'. This project in particular: (2) detached two-story buildings adjacent to each other. The main service is at one building. To feed the other building, there are two feeders to (2) units: one unit on the first floor. The other one is on the 2nd floor. To me, this is a violation of 225.30.
And then the owner claims that there is no space available for supply equipment accessible to all occupants to use exception 225.30(B)(1) where in reality the subpanels can be placed anywhere along the outdoor walls or indoors.
Can you confirm that this is in deed a violation of 225.30 and that the exception can't be used?
Also any changes for this section 225.30 in NEC 2020 that allows 2 feeders going to the same building?

Is the service point and metering for all occupancies located on the 1st building ?
What prevents you from having a separate service to the detached building #2 ?

Yes.
To the second question: The utility company refuse to have another drop to that detached bldg #2.

I think I would plead to the AHJ to allow it under 225.30(B)(1)
Thanks Mod. I guess NEC 2020 allows multiple feeders to a building anyway as long as the feeders are from the same source and the feeders are terminated at single disconnect equipment such as main breakers.
