I am curious, this particular requirement does not seem unreasonable however is there any limit to what the utility can ask for?

Could the power company say all outlets must be installed grounds up :D or we will not provide power?

Bob, I assume that I am the "Utility Guy" that you are talking to since there are others here.

There are no limits to what we can demand of a customer. The reality is that we can not go outside of the bounds of being reasonable. We have to answer to the public service commissions if we are an investor owned electric utility. We have to answer to the membership if we are an REMC. We have to answer to the city government who answers to the citizens if we are a municipal.

The bottom line is that we can't be unreasonable. I think the case of the looped GEC is a little far out but it doesn't cost that much to do it so no one fights it. Could we say that all the receptacle grounds must be down? Yes. Could we get by with it? No. :D
