A question regarding 225.30

Hello All,
There are two separate buildings with no common walls:
Building A has 2 residential units (units #1, #2). Building B has 2 residential units (units #3, #4). Currently the main service panel and all the subpanels for the four units are at building A. This means there are currently multiple branch circuits from building A going to unit #3 and #4 of building B.
Now the changes:
- The main service panel is being upgraded with a new location outside building A.
- The subpanels of the four units first were planned to be upgraded but because of section 225.30 (assuming the exceptions of this section can't be used), only units #1 & #2 are upgraded. The subpanels of units #3 & #4 are not being touched so they're grand-fathered in. Only the feeders from the new main service panel to the existing subpanels #3 & #4 are upgraded.
My question: Is 225.30 still violated with the above proposal/changes? (again assuming the project does not qualify to the exceptions of this section).

IMO, the inspections can only inspect what is called for on the permit. If you are not touching things in building B then it should be ok.

The issue I have is whether it was ever compliant to make the install the way it was done. I assume this was overlooked by the inspector at the time so I am not sure how they will rule on it. Give the authority having jurisdiction a call. It may be worth your time.
