Is there a requirement, either at the Federal, State or Municipal level, either in new buildings or existing buildings to install a "Active Harmonic Filter"...? I am told they save as much as 30% in electricity and protect equipment from burning out prematurely....! Is any of this correct..?

I do not believe there is any such requirement, and the idea they save anywhere near 30% in electricity (if any at all) is ludicrous. They may reduce stress on equipment, but most equipment is pretty robust these days anyway.

protect equipment - if there is sufficient harmonics to do damage in the system

save 30% - naaaaahhhhh

requirement - you need to make a study before installing a filter. don't think this is a requirement anywhere
