Abandon Elec Baseboard in Wall

So, I was asked if it was ok to abandon a NM / romex cable in the wall if it was disconnected =, capped and labelled but left inside of the panel. I was unsure how to respond as normally if both ends were in a junction box / enclosure than I would be happy. I think if disconnected at both ends and removed from the enclosure(s) and labelled as abandoned that is legit. I have read numerous posts on the forum, but nothing regarding baseboard heat. In this case, the one end will still be inside the panel (but disconnected) and theoretically could be reconnected in the future, whereas the other end is stuffed into the wall because the baseboards have no junction box. Nothing against code to leave abandoned conductors in the wall. About the only code regarding abandoned cables/conductors is communication cables.
For common sense and safety, I would label the ends in the panel or cut them off at the connectors.
I've heard of some that short the ends in the wall by wirenutting them all together. If someone tries to connect them in the panel the breaker will trip. I don't condone that for a few reasons. One being, what if the breaker doesn't trip?
 
Thanks for the responses. I was able to get most conductors out of the panel, and one I couldn't, I got it into a junction box
