Abandoned 208V circuit in cable tray

It is understood that circuits disconnected at equipment are allowed to remain as long as they are labeled for future use.
1. If the circuit is still connected at the panel, should the breaker be locked out? If so, where is the code requirement for this?

2. Is there a code requirement for how disconnected conductors should be stored in a cable tray? Is tape enough?

there is no NEC requirement they be labeled for future use.

there is no NEC requirement to do anything at all as far as I can tell.

I would be inclined to lock the breaker off and tag it as to why.

The requirement to label abandoned cables is for LV cables (chapters 7 and 8). I agree with Bob's post that in your scenario you don't need to do anything however labeling is not a bad idea.
