Can a medium voltage conductor be abandoned in place (in buried conduit) if it has been severed? I'm not directly involved in the project. Sounds like no one was hurt thank goodness. Folks are trying to figure out what needs done and I got asked this. I am aware of the requirement for low voltage (meaning...under 24V or whatever) to be demolished, or tagged with "future use date". Otherwise I am not aware of any requirements for conductor removal.
