Abandoning Non-Metallic Sheathed Cable.

A metal box has one 6-3 NM-B cable (power in) and another 6-3 NM-B cable (power out). Finished walls both sides.



IF the (power out) cable needs to be abandoned, is it code compliant to cut the (power out) cable at the base of a metal Romex connector so short that it cannot be connected again?

Yes. Cut the wires so that they cannot be spliced in the box. I would remove the outgoing cable from the box and plug the opening if possible. Cap off the incoming cable with wire nuts and disconnect the supply end at the breaker and tag those wires.
