I am sure you are not allowed to install receptacles above drop ceilings except for required HVAC service outlets, but where does the NEC state it. I cannot find it. Are there any exceptions allowing it? Thanks

You can not have a cord and plug in cieling.
I am not sure it specifically says no outlets above cielings.
It just assumes if you have an outlet some thing will be plugged in to it.

You might have a single outlet for a remote controll transformer. with no wires.:D That might be an exception. Not sure, though

As Greg mentioned, there is no prohibition against the installation of receptacles in/above drop ceilings.

Remember that one may need to plug in a power tool or drop light or other equipment while working up in the drop ceiling.

Note the difference between outlet and receptacle...
