Above ground Diesel Storage Tank with two pumps

What class and division does this fall under? Do I need ey's before entering the pumps? My understanding is Diesel is non
combustable, but it is a gas dispenser...

Diesel is not a class1 flammable liquid. The flash point of diesel is around 120 degrees F.

Therefore a diesel storage tank is not a Class 1 location

but it is a gas dispenser...

The dispenser may be designed to dispense gasoline or diesel, the fact you are not dispensing gasoline means you do not have a class 1 hazardous location. If gasoline is also dispensed in the area then you must make sure you are not within the hazardous location boundary of that with any electrical equipment.
