Above Ground Diesel Tank Room Classified?

I'm working on a budget for a client but I'm stuck on something. An above ground diesel storage tank for an emergency generator is being put in the basement of a high rise. They are going to build a room around the tank and they want us to put in lighting, fire alarm, and FSD connections. Would this room be classified?

I store 275 gallons of diesel ( home heating oil) in my basement and it is not classified.
