Above ground gas tanks

Is there anything that requires the grounding above ground gas storage tanks? These tanks are used in a residential subdivision under construction. These (im guessing) 100 gallon tanks sit on a metal frame. About a year ago the super of the job said he saw sparks when he pumped some gas and was concerned. I thought I already had posted this Question on here however I could not find it ...Any help would be appreciated?
 
501.30, 250.100 & 250.92(B)(2)(3)&(4) talk about bonding equipment. I would think bonding the above ground tank to the GES would help to stabilize voltage potential. :)
 
I don't see where bonding to the earth will make any difference. My guess this is static from the fuel flowing through the fill hose. Bonding between the tank and the vehicle being filled would be required to reduce the buildup of static charge, however, that should no be necessary as the fill hose, if it is made for fuel transfer, should be conductive.

If construction employees continue to be exposed to these tanks, then OSHA construction standards would apply:

Flammable and combustible liquids - Dispensing liquids:

1926.152(e)(2): Transfer of flammable liquids from one container to another shall be done only when containers are electrically interconnected (bonded).

Note: Gasoline would be considered flammable; diesel fuel is likely combustible based on the definitions. The above reference applies to flammable liquids.
