WHY MUST YOU GND THE POOL PMP MTR TO THE POOL
THE POOL IS 2' IN THE GROUND AND HAS NO ELEC. CONNECTIONS.
THE POOL PMP IS HOOKED TO A GND FAULT RECPT

You are not 'grounding' the pool to the pump, you are 'bonding' the pool to the pump.
680.26 is the bonding section in the 2002 NEC. The 'Equipotential plane' that you will be creating when you install the bonding conductor for the pool is extremely important for a safety standpoint.
It does not take much of a voltage difference to cause ventricular fibrillation, which will cause death.

Pierre's answer is right on the money and it is not just the pool to the pump you must bond but all metal parts, ladders, diving boards etc.

This is very important to keep all things that someone might contact at the same voltage potential.

If you are wiring a pool you should read article 680 very carefully.
