Are there any NEC restricions/requirements governing the installation of a service for a single builiding be routed above ground within a building? I know that there are for a service being routed through a building feeding another building (230.3), but I don't see anything for a single service feeding a single building.

Service conductors must terminate at a disconnecting means located outside or inside nearest the point of entrance of the service conductors.

230.6 has 4 conditions when service conductor are considered outside of the building.
