AC cable in metal garage

I read where "ac cable" is not permitted in damp locations. Would a metal 1200 sq. ft. residential garage on a cement floor, with 2 roll up doors be considered a "damp location"?

An easy way to help with damp or dry is what kind of receptacle cover would be used. I've seen guys try and argue that code for bathrooms and kitchens is WR devices and regular covers not flip covers. Obviously not in the codebook but not necessarily a bad idea.

Most pole building shops get surface mc or emt with 4 squares and IR or mulberry covers. Nema 1
