AC disconnect box location requirement?

A contractor whishes to mount a fused disconnect box to the side of an ac condenser unit, which it serves. He said he would use external mounting hardware so that the condenser could be changed without accessing the live parts inside the box. I have never seen one installed in this fission and I am inclined to tell him no, however I am not sure of the reason.
 
You can not 'say no' as you have no NEC section to cite.

The NEC does not require that the unit can be changed without having to shut the circuit off at the source.

The Disconect can be mounted to the unit and in many cases on larger units the disconnecting means is actually inside the unit.

Here is the NEC section that we need to look at.

440.14 Location.
Disconnecting means shall be located within sight from and readily accessible from the air-conditioning or refrigerating equipment. The disconnecting means shall be permitted to be installed on or within the air-conditioning or refrigerating equipment.

The disconnecting means shall not be located on panels that are designed to allow access to the air-conditioning or refrigeration equipment.

So the disconnecting means can be mounted to the unit but it can not block access to removable covers.
