Accelerated adoption of 2017 rapid shutdown requirements?

I’ve been hearing rumors that some AHJs are accelerating the adoption of the 2017 RSS requirements. I have not heard of anything specific so I wanted to toss it out there. Anyone experienced this?

It states in the 2017 NEC that 690.12(B)(2) has a delayed adoption date of 1/1/2019. Then of course some states will not officially adopt the 2017 NEC for years, I’m looking at you CA. But I have heard that some AHJs are requiring the 2017 version of RSS now and not waiting. I’m just looking for confirmation if anyone has run across that situation.
 
I've got one AHJ in CA who seems to be requiring the rapid shutdown initiator to be withing 3ft of the service disconnecting means. I've inquired about where they got that from and didn't get a response (yet). It's also a little unclear if they really want the switch there, or just the labeling describing where it is.

The lack of requirement for the location of the RSD means was a rather illogical oversight in the 2014 code so I would expect some conversations with AHJs about that.
 
Phoenix, Arizona has essentially adopted the 2017 provisions while the base code is 2011. This was effective 11-1-2016 but you can not determine that from the website.

It looks like they are adoption the 2014 version of RSS. I guess they do not see the state moving to the 2014 NEC anytime soon? I am not up on code cycles in AZ.
 
My understanding from a Solar presentation is that Massachusetts is requiring 2017 rapid shutdown.
