Substantiation: Currently, 250.64(F) and 250.68(C) conflict. 250.64(F) mandates compliance with (1) through (3), and the options presented in 250.68(C) are not listed or mentioned.

Panel Action: Reject

Panel Statement: The items specified in 250.68(C), metallic water pipe and structural metal, are grounding electrode conductors or bonding jumpers therefore the two sections do not have a conflict.

1.) Comment on Proposal No.: 5-125
2.) Recommendation: Accept the proposal.
3.) Substantiation: If the panel believes that the items listed are grounding electrode conductors or bonding jumpers, then we have more headaches in the field than I could have imagined. All steel water lines, steel structural metal, and now in the 2014 rebar embedded in concrete are no longer viable connection points, as they are not made of copper, aluminum, or copper-clad aluminum as required by 250.62. By accepting the proposal, we can pretend that these items are not grounding electrodes, grounding electrode conductors or bonding jumpers and thereby save a heap of editing in Article 250. It will be our little secret.
