Acceptable service for Multi-family dwelling

I am designing a four plex dwelling for a client. on the site is a 120/208 3 phase power. i am questioning if i can use the 120/208 single phase as a service to the dwelling units. the client did say the usual 240 volt appliances will be ordered as 208 volt. any reference or input as to why or why not i can use the 120/208 volt system would be appreciated.
 
The Utility has provided 120/208v 3ph to your building. In my experience your sub feeds will be single phase alternating between phases to each unit.
 
Do you mean you own the 120/208 service?
no, the client has an existing service on site and is connecting to a new 4 plex dwelling. no meters involved in the connection as there is already one meter at the before the 120/208 volt service. the owner assumes the power bill. i only need to know if it is acceptable to use this voltage

I was asking because it's rare for a residential service to need 3-phase! If your load is too big to give problems to the POCO, ask them first. I don't see a problem with code provisions, it's between you and the POCO.
