access floor cabling

Is it an NEC requirement to install branch circuits to server racks in an IT Room in cable tray if they are routed below an access floor? That is the way that I read article 645, but I see so many installations where the cable is laid directly on the subfloor.

Check 645.5(D)(2) closely. If they're meeting the support requirements of 300.11, you could put them on the (sub)floor.
