Access panel over a panelboard?

I am designing a small commercial kitchen with a recessed 120/208V, 225A panel. It is being placed in the only... and I mean ONLY wall space available. The location will make the panel visible to the public, which does not make the owner happy. Plan B would be to conceal it behind an access panel. Doing so would violate the clearances in 110.26.... unless the panelboard face is flush with the face of the wall ... correct? I was told the panelboard face can be up to 1/8" recessed from the face of the wall .... I disagree with that and would like some input please.

I was also asked about using a seamless stainless steel flush panelboard cover... I googled that and still don't know what that is.

Why not paint it the wall color, or even better, hang a picture over it?

I think they're asking you to fabricate a stainless cover to enclose the panel cover. Pretty common in kitchen equipment with built-in panels; usually has two small finger holes with a plastic bushing to pull up and out. Not sure I'd do that if it's just in a wall space.

What about powder coating to match the wall? It's a better finish than paint.

The wall is a finished tile- I also proposed a hinged door like a poster board with the tile - as long as the face of the panel is flush with the face of the finished wall to meet 110.26. Currently waiting from the client to see their reply.

I worked at a tourist attraction site, restaurant with banquet room above, where they didn't want the panel to show in the banquet room. They just hung a picture over it. Perfectly permissible, as the panel is still easily accessible.
