access to exhaust fans

While reviewing a plan for a (300) unit apartment building I found ductwork blocking access to the access door that provides access to .25hp bath and kitchen exhaust fans, I sited 110-26
The architects are maintaining that the ductwork can be easily removed in the event of a fan needing replacement and can I approve the installation based on this fact. If in fact the ductwork can be removed easily, may I approve the installation? Disconnects are readily accessible.

Yep. Nothing says access has to be easy. Not uncommon with HVAC.
