Access to terminal bar and wire density

Are there any rules on access to the terminal bar? It is mostly hidden by numerous conductors. Also, is there a rule of thumb for wire density in a panel?

I see no problem with the gutter space fill or access to the neutral bar. If "neat and workmanlike" were enforceable you might have something to argue about.

The GE breaker doesn't belong.

I'd check to see if that panel is supposed to accept those tandems and if so, if they're only allowed in specific spots.
