Accessible ceiling

What is your opinon of an "accessible ceiling"?

Is a sheetrock ceiling with flush mounted 2' x 4' flourecent fixtures considered accessible?

If it is considered accessible, then could a anyone (non-electrician) gain access to above ceiling by removing a fixture?

I would say if the fixture can be removed without damaging or removing the finish of the ceiling, then it's accessible.

I have done that, to access the upper end of spare home-run conduits. I was able to work with only my upper half through the hole.
