Accessible-Lay-in luminaire in sheetrock ceiling

Would the proposed use of a lay-in luminaire installed in a sheetrock ceiling, but that can be lifted out of the way, meet the definition of accessible (as applied to wiring methods) for the purpose of gaining access to boxes above the ceiling?

Accessible (as applied to wiring methods). Capable of being
removed or exposed without damaging the building structure or
finish or not permanently closed in by the structure or finish of
the building.
