Multi story condominium, total gut and rewire project. Kitchen being totally overhauled including the panel location, a large junction box was installed in the wall below where the panel was and set in a location where the cover will be assessable in the lower cabinets back wall. Inspector is saying that we cant have it there, the face of the box will stick out past the cabinet back wall (314.20 is covered) and "rendered accessible without removing any part of the building or structure" per 314.29 when the cabinet doors are open. Box sizing was also considered. This isn't the most optimal location to work but lets face it there are a lot of electrical equipment installs where we have to be contortionists to access splices or terminals. Do you see a reason i shouldn't argue this? (The permit was pulled under the 2017 code cycle)

If you open the cabinet doors the box is accessible? Is so the inspector is wrong.

I'm with infinity on this. As long as you can really get to it just by opening the cabinet door and no center door stile or any thing in the way I'd say this meets code and is a good solution to your situation.
On the other hand, I note you are in S FL. That could be real issue, particularly if this is, say, Miami-Dade. Some of the local city AHJ's can be reasoned with but, typically, not them.
I spent a good part of my career there and fought some pretty good battles over the years with them as I tend to not roll over easily for wrong calls.

On a separate note, how do the areas compare career wise?
