Accessible VS Readilly Accesible

The 2011 code and other versions have the terms:

Accessible (As applied to equipment)
and
Readily Accessible

The definition for accessible says not precluded by locked doors, etc.

In the official 2011 handbook, there is a note by the definition of readily accessible that says something to the effect that locked equipment can be considered readily accessible if accessible by qualified persons.

It seems counterintuitive that a piece of equipment can non-accessible but readily accessible.

Counter intuitive, yes, but a lot of the code is that way. You learn to live with it.
