Is it against OSHA or MSHA regulations to access the interior of a live control control panel to reset motor overloadsm, breakers etc ?

Depends on your training, if you are "qualified" per OSHA and 70E, the HRC or Ei, the votages exposed, and the PPE you are wearing.
 
PPE is a must, I can remember back in the old day I was resetting a IEC starter overload and it blew up. I had no PPE and I was very lucky that the only damage to me was my underware. After the incident we took some photos of the damage to the cabinet and used it in our training to keep operators / unqualified person out of the cabinets.
 
Sorry, I do not have the photo's. That happened approx. 20 year ago when i was working for Japanese outfit. I've never liked the IEC stuff since that day...give me good old robust NEMA.

The starter was a 480 chip conveyor, that kept tripping (overloaded) and like a dummy i opened the door reset the overload and boom...we found a few small pieces and back plane of panel had a great blast mark where the starter was.

I remember the safety presentation I gave to the operators..I showed that picture and said your only making X dollars.... is that enought to risk your life over. After that incident the electrcians were always called to reset overloads.
