Article 90 lays out some fundamental rules, one being 90.4. Here the code gives the AHJ the permission to use his/her professional judgement based on their prior experience in the field.

Most inspectors I have had the experience with do not abuse this section, but.... there are some who have 'ideas' of their own and we all know what that is like :( .

Maybe a code change such as... 90.4(A) can be added to read something like this:

90.4
(A)Code Reference. The AHJ when citing a code violation shall reference the section of this code in writing.

I believe that alot of the 'I don't like it' will be curtailed.

I don't think there is any way to get rid of what I call "the good ole' boy" mentallity...which is "do it this way because thats how I like it".

I for one believe that the inspector is bound by the NEC every bit as much as the installer is. The only way to get rid of the good ole' boys is to educate them, as futile as that can sometimes be.

I don't the NFPA/CMP's would ever accept a proposed change in that direction.

the ahj has NO RIGHT to say"i like it like that" and should be accounible for their actions.
people who dictate and write the code should elimate some of these gray areas. GEO
